Thos e ass eobling in Annapoli s on April 29th would decide if
such a Council is needed, and if so, how it should op erate. My thoughts
however, are as follol1S:
A. Fair housing organizations, housing coooitt e es of huoan
r e lations c ooo is s ions, civil rights groups, socia l action
coooitte e s of r e ligious denooinations , and sioilar groups
would be invit ed to s end a r e presentative to the Council;
B. Ordinarily the Council would consist of representatives
of organizations and not private individuals. However, there
oay be key indiv iduals, in ar ea s whe re th e r e is no fair housing
activity a t pre s ent, who should be invit e d to be on the Council.
Thes e pe ople would cooe on the Counc il with the understanding
that th ey would a ssuoe r e sponsibility for cr eating fair housing
groups in th ~ ir a r ea;
C. The Counc il would not be a foroal organization . A coordi nating chairoan would oaintain th e contact list and pror.lote
fair housing a ct i vity , calling upon th e resourc e s of associated
groups as ne eded;

D. The Council as such would not nake pronouncenents or take
public stands but would ask representative groups to do so.
This avoids both the touchy problen of who speaks for WhOD
and the iopression that another civil rights organization
has been creited;
E. Meetings would be held to a nlnlnuD, would be carefully
planned , and would hopefully be able to reconnend concrete
action on a statewide basis or in specific areas;
F. The Leadership Conference would not be directly affiliated
with any group l or governnent agency. It would calIon the
Maryland Connission on Interracial Problens and Relations
as a consultant, consistent with the Connission's authority
and ability.

This exhibit provides an introduction to the work of Baltimore Neighborhoods, Inc. (BNI) around issues of racial integration in housing and tenants' rights from the 1950s to the 2000s.
Established in 1958, Baltimore Neighborhoods, Inc. was formed to promote an open housing market and viable integrated neighborhoods in the Baltimore area. It was established by several neighborhood associations and supported by civic organizations like the Greater Baltimore Committee. The early focus of the organization was to obtain open housing and stable neighborhoods during a period of widespread white flight and blockbusting in Baltimore City. Through education and advocacy, it sought to counter racial prejudice, to fight discrimination in the real estate industry, and to combat neighborhood deterioration resulting from segregated housing. More recently, BNI has focused on tenant-landlord relations and renters' rights.
The Baltimore Neighborhoods, Inc. (BNI) collection at the University of Baltimore consists of 22 linear inches of archival records, which are described in an online collection database. The complete collection has also been digitized at the folder level and is also available in the collection database. For this exhibit, 32 documents have been selected from the complete collection.

ADVANCE PLANNING FOR A STATE-WIDE CAMPAIGN TO UPHOLD
THE MARYLAND STATE FAIR HOUSING LAW IF BROUGHT TO REFERENDUM
Note: If the Court of Appeals upholds the lower court
deceision, Maryland's Fair Housing Law will be brought to
referendum -- that is, it will be referred to the electorate
in November 1968 for its approval or disapproval. In this
event, those wishing to uphold the State Law will be working
for a "Yes" vote on the ballot question.
MATTERS FOR CONSIDERATION BY THE LEADERSHIP COUNCIL
o Coordinator in each count
or cit )--It is important that the respon5i i ity for directing and rally~ng the support of all groups and
individuals in each county be . vested in one group or individual. For
example, representative to steering committee of the Leadership Council
or other member group.
o Governor's cooperation -- How much support can we expect from the
Governor? Will he appear on radio-TV to urge that the law be upheld?
Will he assign an information specialist to help inform the voters
on this issue? Groups over the state need to let the Governor know
how important his role is.
o Funds -- It takes money to wage an educational campaign--pamphlets,
flyers, fact sheets, bumper stickers, radio-TV time, etc. Will member
groups finance? Will State finance informational brochure for wide
distribution? The opposition is always well-heeled in such campaigns.
o Campaign literature -- The Maryland Commission on Interracial Problems
and Relations has published a pamphlet, "Fairness in Housing" which
will be useful in most areas throughout the state, However, a flyerfact sheet will be needed in the latter stages of the campaign-- for
example, "VOTE YES ON QUESTION
", etc. Could a member group assume
responsibility for publication of such a flyer, with the understanding
that member-groups over the state may order copies for their use?
Sample speaker's kits and sample speeches should also be prepared.
o Campaign slogan -- "Idea" people should begin now -- we need to combat "Forced Housing", "Your Home is Your castle", and other scare
techniques used by the opposition.
o Referendum experience elsewhere -- Ideas and assistance should be
sought from other states and cities whose laws have gone to referendum.
HHAT YOUR COUNTY CAN DO TO PREPARE FOR THE REFERENDUM CAMPAIGN
1.
Coordinating group should begin now to compile a card file of
officers of church groups, civic group, political groups, etc.,
together with key individuals in the county. (Names, addresses,
zip code, telephone number).
2.
A list of your County Delegation to Annapolis should be compiled for
distribution to groups throughout the county. (Include home addresses, telephone numbers as well as county delegation address in
AnnapOlis.) Gain their support of campaign, involve them in planning

As soon as referendum is announced, coordinating group should
invite the various groups in the county to a planning meeting.
Possibly set up an Ad Hoc Committee on the Referendum. Assign
various areas of responsibility. Individual selected as Coordi nator or Chairman should have the time, the drive, and the philosophical commitment to rally the entire county. Also keep in
mind that it is difficult to do proper job of coordinating without
ready access to an office with telephone, mimeograph machine, etc.
Some of the areas of responsibility include:
o
Set up a speakers bureau --hold a speakers clinic to train speakers ;
prepare speaker kits; urge church and other groups to hold meetings
and invite a speaker on the subject.
o
Form a minister's group that will exert leadership in this area-possibly organize a Fair Housing Sunday, with sermons and distri but ions of literature.
o
Try organizing your county or city on a precinct level. Recruit
a Precinct Coordinator in each precinct to aid with distribution
of materials and to organize the COVERING OF POLLS ON ELECTION DAY
A booth, or at least a good water proof sign, manned round the
clock with volunteers, is important. Voters usua l ly have their
minds made up on the candidates, but frequently can be influenced
on ballot questions.
o
Work with the press, radiO, TV. Don't overlook importance of
editorials and letters to the editor. Card file or directory of
media should be prepared for ready reference, including names of
key editors, reporters, announcers, commentators, etc.
o
Political party cooperation should be sought. (A marked ballot
distributed by a political party almost assures success; however,
doubtful in this case.) Obtain list of PRECINCT CHAIRMEN of both
parties - sta rt early to gain their support as they can be most
effective in influencing votes and informing voters on the ballot
issues.

Dear Betty:
The Baltimore Neighborhood Collaborative would like to invite you to discuss the
concept of a training institute for Baltimore area organizers. The meeting will be on
Wednesday, May 23, 2001, 12:00 p.m. - 2:00 p.m. at 2 East Read Street, gth floor
conference room.
For quite some time a number of people have been discussing the need for a local training
program for organizers. Recently the Baltimore Neighborhood Collaborative received
seed money to pilot such a program for our grantees and other organizations in
Baltimore. We hope that this pilot can be a catalyst for an on-going training program for
organizers to provide skill development and peer networking support in their efforts to
strengthen their community outreach, community organizing, and neighborhood planning
work.
We are asking you to join a small work group to develop this initial pilot and to plan a
longer-term effort. BNC plans to hire a consultant to work with us to further develop the
concept, conduct a feasibility study and to develop an initial curriculum. I think your
ideas and experience, coupled with other professionals in this field, will greatly inform
the group on how to proceed with developing this program and would like very much for
you to join us.
In preparing the agenda for the meeting it would be helpful for me to gather some initial
thoughts that you may have regarding a training institute for organizers. I have attached
a brief survey to collect your ideas and suggestions. Please fax or mail the survey by

Betty Garman Robinson was a community organizer in Baltimore, Maryland from the 1970s until her passing in 2020. She has contributed to multiple nonprofit and grassroots organizations including Citizens Planning and Housing Association (CPHA), Baltimore Neighborhood Collaborative (BNC), Save Middle East Action Committee (SMEAC), Northeast Good Neighbors (NEGN), and others. In 2003, Robinson was awarded an Open Society Institute Fellowship to teach the history of social justice and community organizing in Baltimore. This collection contains Robinson's community organizing records, correspondence, teaching documents, collected research and community organizing training materials, and organizational records.

Community organizing is a tool used to help communities increase the quality of life of residents by
identifying common issues and mobilizing residents around those issues. Change is the most significant
outcome in any type of organizing philosophy with processes that involve a variety of approaches and
methods. This class will introduce participants to community organizing; its usefulness as a tool to
support the revitalization of urban neighborhoods; and its contributions to the social fabric, physical
development and political environment in communities by providing a historical perspective and a
foundation for community organizing and the elements that are in place to support it.

The National Community Builders Network defines community building as "an approach to improving
conditions, expanding opportunities and sustaining positive change within communities by developing,
enhancing and sustaining the relationships and social networks of those who make up the community."
Community organizers are catalysts for such a process and can help initiate the community building
process by working with a core group of residents who are ready to take the lead. This session will
educate participants on core principles of community building and will help them identify and build off the
leadership potential of others.

Types of power vary and take different forms in community development. There are power dynamics that
occur internally at the neighborhood level and the external influences that impact neighborhood change

Addressing issues of diversity in neighborhoods where tensions related to difference exist is a necessary
measure to truly build a community that acknowledges, supports, and encourages participation of all
community members. Is there a role for the organizer in dismantling norms and attitudes that impact the
appreciation of difference? What is the process and what is the risk? This session will work with
participants to reflect and self assess their own diversity lens and their role as organizers in breaking
down marginal practices related to race, age, gender, and class difference.

Organizations that have a community organizing function fused in its work often neglect to develop
effective strategies and outcomes for the organizing efforts. Defining an organizing strategy is critical for a
board of directors, executive director and organizing staff in order to effectively manage it. Equal to this

or global level. This session will highlight effective models of organizing programs in organizations and

The Baltimore Neighborhood Collaborative is excited to have you as a participant in the
pilot initiative of the Community Organizer Training Institute!
The Community Organizer Training Institute is designed to provide skills training and
peer-to-peer support for organizing staff of local community organizations to strengthen
their community outreach, community organizing, and neighborhood planning work. The
training program is being developed in two phases: with a pilot initiative that has been
developed by a work group of local professionals who practice or manage organizing
programs and by staff of local institutions that have community organizing tracks in their
academic programs. The second phase of this program involves a feasibility study for a
sustainable longer-term effort that is being conducted by a local consultant group.
The program will focus on the professional skill development of community organizers
and will educate and teach a broad understanding of community development and the
role of the organizer in that process. We hope your participation will benefit and
enhance the work in your neighborhoods. Your participation will also help us 'test' this
pilot by evaluating each session and the overall effectiveness of this program for a wider
community organizing audience. Your recommendations are critical to continuing
planning efforts.
Classes are expected to meet twice a month during full work hours. The schedule has
been completed through December 2001 with future classes based on the schedule of
the participants. There will be a total of 12 sessions scheduled through Spring 2002.
Following the pilot will be a comprehensive evaluation of all participants, instructors, and
work group members to prepare for what we hope will be an on-going training program.

all of us will contribute to the success of this initiative.

Betty Garman Robinson was a community organizer in Baltimore, Maryland from the 1970s until her passing in 2020. She has contributed to multiple nonprofit and grassroots organizations including Citizens Planning and Housing Association (CPHA), Baltimore Neighborhood Collaborative (BNC), Save Middle East Action Committee (SMEAC), Northeast Good Neighbors (NEGN), and others. In 2003, Robinson was awarded an Open Society Institute Fellowship to teach the history of social justice and community organizing in Baltimore. This collection contains Robinson's community organizing records, correspondence, teaching documents, collected research and community organizing training materials, and organizational records.

I've enclosed an outline of a community organizer training that CPHA will be holding February
11 th and 12th in Baltimore. We expect between 40 and 50 individuals to attend. Some are doing
organizing for the very first time and others will have some experience.
We are interested in knowing if you or any of your staff would be interested in acting as trainers
for any of the workshops during these two days. I '11 call you during the week of January 11 th
(I'm off next week due to moving) to see what you think. Although we do have local people
who can lead most of the sessions, we'd really like to have at least one person from NOA play a
role in the training. This is not only because of your expertise but also because it will give the
participants an opportunity to learn something about NOA as well.

In 2003, Robinson was awarded an Open Society Institute Fellowship to teach the history of social justice and community organizing in Baltimore. Hi Rev. Clark, I've been thinking lots about the Monday meeting and the work that needs to be done! I'll just write down
some thoughts off the top of my head that I as an organizer would be thinking about -First, the meeting: The city had clearly already made their plans even though they denied it. They didn't disclose much -in fact deliberately and cleverly kept information from people -- the SUN article showed us that because the SUN clearly
had access to the Abell report {for example, the 1,000 market rate homes at $115,000) -- and they tried to give the
appearance of inclusion. Also by infering with their maps that the bio-tech park would only be three city blocks, they were
manipulating people. All these businesses that the bio-tech park needs to "grow" will also need land. Land that will be
taken for the most part from elderly homeowners. Hattie Harrison was completely out of order in saying that the residents
had contributed to the downfall of their own neighborhood and then trying to shame people into thinking they they hadn't
been responsible because they didn't make citizens arrests! That was another splitting tactic. [People sometimes need an
organized opportunity to discuss meetings like this and share their anger and frustrations about it.]
SMEAC could request a copy of the feasibility study from the city and/or from Abell Foundation (410-547-1300, Robert
Embry, Abell Foundation, 111 S. Calvert St, 21202). First, ask Laurie Schwartz's office. If they refuse that's a good base
on which to question the city's real interest in including residents. Abell will probably say they did this for the city and they
can 't give it out. Somehow, however, there will be a way to get it!
On the SMEAC side: Residents there had their first and second victories when the city hadn't come with enough packets
and when they forced the city not to split people up in groups. There was another victory when you asked people to stand
up if SMEAC had been the ones to tell them about the meeting. To me this showed the power of the people! These will
be important lessons to draw for people and will help to gather city-wide support. Now people have to work on winning
some bigger victories ....
[BTW - It was pretty clear that Hattie Harrison and her son Skip think that alot of the people will move to the houses in the
Oliver community. I wonder where this $$ is coming from? They are renovating 50 at this time. ]
ORGANIZATION BUILDING
Organization building is key at this time. This might include finishing the survey, building a data base, having some regular
contact with people with information (a newsletter?) and inspirational ways to keep people together and seeing that they
really can rely on eachother. The city and the politicans have kept people so passive and divided, this will be an uphill
battle but not impossible. It could include having some regular contact with people (a one page newsletter?), community
wide information meetings -- on the experience of other communities, on whatever that word was that Carl Clark told us
about (the word that meant residents insisting that their demands are met to let the city have theirs), another on the
Federal relocation rules, etc.
ORGANIZING SUPPORT AROUND THE CITY
If you think about all the places support can be drawn from, it is enormous -- first would be families and friends of the
people affected. Residents need to encourage families, etc to give support and get involved. SMEAC might want to
provide an opportunity for this to happen -- a big fundraising event or something like that -- or even a smaller thing like a
50-50 raffle which can be used as an organizing tool as well. Then there are other neighborhoods who may be facing this
same issue; churches, college groups, other organizations -- especially ones that the homewoners belong to -- their
unions, churches in other parts of the city, etc are alos potential supporters. Each resident has to become an advocate for
themselves and for SMEAC and can be asked who they have relationships with who could join this fight.
INCLUSION IN THE CITY PROCESS
The first (possible) one that comes to mind is to SLOW DOWN the city's time table by coming up with a PLAN from
SMEAC of how the community can really be involved and then going to the city to insist that they follow the SMEAC plan .
(with whatever process you all want). It will be really hard to really organize the community in 6 weeks, ie by mid-July when
the city will be having its "charette" .
Another option --to start work on a planning process that SMEAC does independently of the city -- kind of an agenda that
people agree they want to fight around -- and then go to the charette prepared to really stick to certain of the demands
while still being open to discussing options. The city was good (and will continue to be) at splitting people from eachother

�Monday -- people may get scared and will be frustrated and may go along with offers the city makes because of their fear
of what will happen. Sometimes a low offer sounds good if there hasn't been discussion of what people deserve for their
hard work as stable tax paying, law abiding citizens. SMEAC will have to work hard to make sure this doesn't happen .
Other types of demands:
JOBS
What kind of jobs will be good ones? What are the employment needs in the community currently? What do young
people think? A guarantee of xx number of jobs for EB residents, as well as the training programs having to take into
account the skills people need to even qualify for the jobs as well as to get them? For example, someone told me that
those sterilization jobs they kept talking about which have a 12 week training program are not going to be jobs which
everyone can easily qualify for. I think the figure was of 300 applicants, only 40 passed the mental and dexterity tests
which were required to actually get the training. A guarantee of certain % of all construction jobs for EB residents? -getting people into apprenticeship programs NOW so they are in responsible positions by the time the construction begins.
HOUSING
What do the senior homeowners want their community to be like -- would there be blocks specifically renovated for the
present homeowners? What do the people estimate "making them whole" would be? Certainly not the market value of
their houses. Maybe people should be encouraged to add up all the imporvements they've made in their homes like the
lady paying for a $6,000 furnace. Also, low income homeowners need to share in the city's revitalization -- one way would
be for the city to make them "Whole" by being sure that whatever home they have provides them some equity. [At some
people could learn the history of government sponsored programs which kept black families for developing this equity in
their homes: examples are many but one is government policy is the VA loans after WW2 and Korean War -- you had to
buy houses in stable areas . White vets bought in new subdivisions which were defacto segregated, blacks had to buy in
the city. White's homes are now worth > 100,000; black homeowners are lucky if they can get 10,000. This was
government sponsored racial inequality. (Not to mention blockbusting, red-lining, etc).]

develop great ideas and plans and I am ready to help in anyway you need me to.

Save Middle East Action Committee
WHAT WE HAVE WON BY STANDING TOGETHER!
The following are just some of SMEAC's victories since our founding in May 2001.
•
Since May of 2001, we have lobbied and organized to make the residents of Middle
East whole and have fought for all of us to obtain a "house for a house" in a stable
community - as well as to allow those who wish to move back into the new Middle
East community to do so.
•
We organized for and received a seat at the Relocation Committee table. As an active
participant we have gotten many things changed:
o Elimination of the restriction that you have to move in east Baltimore to
obtain the maximum benefit. And, finally, in December 2004 at SMEAC
insistence, all geographical restrictions were lifted.
o Elimination of the 5 year lien which they were originally going to place on
the funds given each relocated resident.
o Elimination of provision that the city will hold the payment for purchase of
your property in escrow.
o Won increased relocation benefits (some families have received nearly
$200,000). Average is about $90,000-$100,000 including fair market
value).
o Won $5,000 benefit to assist people having to move twice (ie those
wanting to move back). We are still working to increase this.
o We negotiated for seniors who didn't want to own another house to receive
a supplement benefit of $10,000 over a five-year period. SMEAC is still
urging that a one-time lump sum payment be made.
o We are still working on winning a "Guaranteed Right of Return" for
displaced residents to return to the new neighborhood
o We are working to make sure low and moderate income housing is built in
the new neighborhood - especially for people wanting to return.
•
We established a network of block captains and they have been trained and meet
regularly to address issues of concern to residents, including organizing several
neighborhood-wide clean up events, and monitoring illegal dumping.
•
We continue to advocate for full resident participation in the design of the new
neighborhood
•
We continue to lobby for resident representation on the East Baltimore Development
Inc (EBDI) Board. The "community'' representatives live in Silver Springs and
Washington DC.
•
We held elections for our Board of Directors during the summer of 2003 at a
meeting attended by 80 members. Our second elections were held in the winter of
2004. We have an active board of eight people. New elections are this fall.

We completed a community made documentary, "Voices from Within: A Displaced
Community Speaks Out" which documents our struggle and which we premiered on
April 15, 2005.
•
We raised funds to pay for staff and office space; hire an executive director and a
community organizer.
•
Since May of 2001, we have held consistent monthly meetings (every second
Monday) with participation by community residents and we have informed residents
about important public meetings and hearings, and generated strong public turnout.
•
We surveyed residents across the project area in May of 2001, to learn their feelings
and knowledge about the redevelopment and to get their primacy concerns. We have
continued to hear resident concerns through more "listening" and at our meetings.
•
We encouraged citizens to write over 300 letters to City Council members Johnson,
Carter, and Young, asking them to continue their support of the residents in this
process of fair urban renewal.
•
On August 19, 2002 we conducted a well-publicized Rally for Safe and Healthy
Demolition Practices, which generated several television and newspaper stories.
•
We have been featured in many press stories - mainly the City Paper and the Sun and have appeared on Maryland Public TV. We have also been on WOBL and WEAA
radio.
•
We received technical assistance from the Urban Research Institute @ Morgan State
University and from the University of Baltimore School of Law Development Clinic.
•
We gathered over 500 signatures on a petition for the Guaranteed Right of Return,
and Low & Moderate Housing for the new neighborhood (1/3 low, 1/3 moderate, 1/3
market rate) and called for housing for seniors in the core area.
•
We collected over 400 signatures of citizens who support the residents in Middle
East Baltimore on the joint housing resolution for low-moderate income housing
(signed October 21, 2003). These signatures were presented to Councilwoman Paula
Johnson Branch at the May 2004 Advisory meeting.
•
Along with our partners from Morgan State University, we advocated for and
fundamentally changed how demolition will occur in the Phase 1 area of the
redevelopment project. And, our advocacy for safe demolition practices resulted in
objective public health professionals being brought in to assess the health impact of
demolition in the project area.

Betty Garman Robinson was a community organizer in Baltimore, Maryland from the 1970s until her passing in 2020. She has contributed to multiple nonprofit and grassroots organizations including Citizens Planning and Housing Association (CPHA), Baltimore Neighborhood Collaborative (BNC), Save Middle East Action Committee (SMEAC), Northeast Good Neighbors (NEGN), and others. In 2003, Robinson was awarded an Open Society Institute Fellowship to teach the history of social justice and community organizing in Baltimore. This collection contains Robinson's community organizing records, correspondence, teaching documents, collected research and community organizing training materials, and organizational records.

It is September 1814. 111e British Oee! lies in the
Chesapeake. The ~Illrylnnd ~liIitia under Major Cen·
eral Samuel Smith has fortified Baltimore. The British
land at North Point. Ceneral Smith sends Brigadier
Gl'neral J ohn Stricker to delay them. Stricker has to
full back.
The British decide, thai evening, to take Baltimore
by water. In the attempt, a national anthem is "'riUen
by a voluntary hostage aboard a British frigate.
On September 13, a thousand men under General
Armstead withstand a 25·hour attack by 18 British
shipe of the line under Admiral Cochrille. Baltimore
doea not capitulate, and before the next major engagement four months later, the young republic has
obtained a peace.
The tide turned al Baltimore. The story is history
and a matler of ch'ic pride. The Star Spangled
Banner is an enduring monument to what happened.

of the Interior in 1969 warns repeatedly that aoy
further encroachments upon the Fort'll environs will
lead to disastrous distraction from its natural setti ng

This exhibit examines community opposition to expressway construction in Baltimore during the 1970s through the organizational records of the Movement Against Destruction (MAD). Founded in 1968 as a coalition of 25 neighborhood and community groups, MAD's leaders included George and Carolyn Tyson, Barbara Mikulski, Walter Orlinsky, Norman Reeves, and Parren Mitchell.
The complete MAD collection at the University of Baltimore consists of 9 linear feet of records, which are described in an online collection database. The complete collection has also been digitized at the folder level and is available in this guide. For this exhibit, 32 documents have been selected from the complete collection.

vacant lot that used to be her
neighborhood. Over 500 families have
already been forcibly displaced by
East Baltimore Development Inc. (EBDI).
EBDI works on behalf of the City of
Baltimore, Johns Hopkins University and
other power players. EBDI is attempting
to create work with Johns Hopkins and
the private Bio Tech industry to create a
shiney new neighborhood here - with
jobs. housing, and even a new charter
school.
It all sounds good until you take a look
again at the picture of Lisa Williams Lisa's neighborhood was destroyed to
make way for Johns Hopkins' plans.
But where are EBDl's vast
improvements? All we see right now is
a vacant lot.

On Saturday October 18th the Save
Middle East Action Committee
(SMEAC) held a rally attended by
about 200 residents and allies at
John Wesley AME Zion Church just
blocks from the Johns Hopkins EastSide medical campus. The rally was
in response to broken promises
made by East Baltimore
Development Incorporated (EBDI)
to residents affected by the 90-acre
urban renewal project-o
collaboration between the City of
Baltimore and Johns Hopkins
University. Referred to by many as
the "largest urban removal project
in the nation," the plan has already
relocated more than 500 families in
the first of its three phases to make

Homeowners on the blocks of the EBDI project
area where they will not be tearing everything
down are safe - for now - and are largely safe
because of resident homeowner activism thru

SMEAC ACTIVISM WORKS

fighting for fair relocation packages
and the right for residents to return to
their neighborhood, SMEAC secured a
promise from EBDI in February of 2008.
That promise was for a "House for a
House" program allowing existing
Middle East homeowners to purchase
fully rehabilitated houses within the EBDI
project area using the official EBDI
Relocation Benefit. According to the
plan, no new mortgages would be
created and homeowners would not be

before It. On April 251h the first fully
rehabbed homes will be ready for
residents who are ready for a "House for
a House".

THE ROAD
BEATING A PATH THROUGH THE CITY
The Battles: No Final Tally In
Through many skirmishes and "flaps," people remember few big
battles.
Within the past five years, perhaps three events
stand out.
The Rosemont hearings of August 1969. resulted in the first
decisive victory won by citizens.

widely-publicized meetings about the expressway issue.

Protection Act, or NEPA, that forbids major federal construction
in parkland unless the acting agency proves that there is no
"prudent and feasible alternative."
Movement Against Destruction filed suit against the entire
system on both pDocedural and environmental grounds.

common aspects o f all three cases were combined by the j udges
in federal / district court.
Essentially , MAD lost and bas
appealed to the Fourth Circuit Court.

written by the Interstate Division.

The City Council will also have to lay condemnation lines
across the peninsula.
The mayor has indicated that he is
willing to lose the people's votes there, and at the June
Council hearing, indications were that the lines would later
be laid.
Tactics: Hearings
No h.igbway story is complete without mention of hearings.
Location and design bearings are to satisfy the federal law.
They are a ritual familiar to road fighters.
Introductory
remarks by the hearing officer fills the first balf-hour.
Long explanations of the proposed segment, its design and
necessity in solving traffic problems follow.
Large maps are
prominently displayed, and consist of some detail of ramps or
choice of placement within the corridor borders.
No roads
were ever mentioned, (until recent lawsuits challenging this
omission occurred).
People who wish to speak sign up by
number, the hearing officer calls them to the microphono.
Speakers may make inquires of the hearing officer; he is
required to answer although he is sometimes ambiguous.

Interstate has a talent for holding hearings at inauspicious
times.
Most notor4ous 1s one held several years ago on
Christmas Eve.
This summer they announced one onr l-83 for
August 28, just before Labor Day.
That meeting was cancelled
because of a threat of legal action.
Interstate did not have
complete information, particularly air quality data, ready for
review thirty days beforehand as

began, there has been noticeable improvement in the summaries.
Hearings work against the people they are intended to help .
The 1962 bearing covered the wbole system, althougb years
passed before people even knew it has occurred.
There is a
total lack of consideration of meaningful alternatives.
Not

until the lawsuit forced Intersta.te to speak of the "null"
or
I1
no road" possibility. did they put it in the informational
material.
The presentations by Interstate personnel are
always one-side; not only do they pro-highway material, but
they also have one design favored over the rest.
There is
no effort to r each people in affected neighborhoods except as
the law requires them to run an ad in a local paper.
Often
the meetings are held in places which tend to intimidate some
people: the State Highway Administration building, for instances,
with uniformed guards and sign-in sheets.
MAD now counter-attacks.
At every hearing one of the first
speakers reads into the record - for whatever anonymous person
in some obscure bureauracy - the adequacy or inadequacy of
each particular hearing.
People also give critiques of the
information available; a cadre of experts gives oral and written
rebuttal to errors and inadequacies in the envd!-ronmental impact
statements that are circulated to reviewing federal and state
agencies.
Secrecy '
More serious is the secrecy which prevades highway planning.
This summer a crew of workers were discovered taking borings
near Ft. McHenry at 2 a.m.
The suppression of the Giles Report,
an ecologist's study of damages to Leakin Park, is documented

in detail in an introduction to the reprint of the report
published by VOLPE and MAD.
Dr. Giles was hired at the
insistence of c itizen representatives meeting with Interstate
officials; they were promised a copy of his report.
Only by
accident did a resident of Windsor Hills discover that Giles
was in town to give his report; the resident crashed the
meeting but demands for written copies went unmet.
Since passage of the Public Information Act, government
agencies must provide citizens with requested data.

Secrecy i s especially a problem with Fell's Point and Ft. McHenry
segments.
Plans for a cut-and-cover tunnel through Fell's Point,
which included removal and storage for up to two years of 18th
century houses , met with such derision that alternatives are
being considered.
Latest rumors are that there will be a
tunnel out into the harbor.
Current plans for Ft . McHenry call
for a tunnel, although a c ompany bas also been awarded a
contract for designing toll booths higb on a bridge.

Bait and Switch
"Joint development" 1s a concept developed by federal
highway administrators to soften the resistance to highways
by allow i ng trust funds to pay for basic land improvements
alongside the highway and within the dondematlon boundaries.
What is a community's or city's price for approving a
highway?
Trust money will level the land and put in util1ties.
Housing?
Trust money will pay for preparing the land for
construction and perhaps some landscaping.
It will pay for
concrete slabs for visual and sound protection.
It will
pay for designing elaborate facilities whether they are ever
built or even wanted,
ReSidents along the Franklin-Mulberry found out how this was
a true bait-aDd-switch tactic.
Early in the planning stages,
they told members of the DeSign Concept Team of definite needs
of their community: recreation facilities, a shopping center,
a post office, clinics,
oppo~tunities
for employment.
The
August 1972 design hearing showed how little of those ideas
appeared in the final proposal: some housing for elderly and
some recreational space.
But new data on air pollution
indicates that facilities for the aged and the young are the
very things to be avoided along expressways.
The highway
will be a ditch sloping to thirty feet at its deepest point,
its earthen sides lands c aped, and in places topped by concrete

slabs for noise protection.
The hearing data did not reveal
that in the Monroe Street area noise wl11 be so bad that
nearby houses will have to be condemned.
"Joint development" is used more often to apply to an
extensive development of Leakin Park for recreational facilities
including swimming pools, tennis courts, baseball diamonds,
and model-airplane flying fields.
The Recreation and Parks
Board bas approved the higbway through the park in return for
simultaneous construction of these facilities with $3.5 million
for the land.
The c1ty's share of the highway cost is over
$5 million and the Park Board has indicated that it cannot
staff such facilities without a much higher budget.
Yet,
this proposal was so attractive to fourth district couneilmen
that all three voted for the road, even though Julian's vote
was inaudible.
Professor Giles warned that "joint development"
might be as destructive as the highway.
VOLPE, recognizing that residents all around the park and
particularly children, have educational as well as recreational
needs, twice appeared before the Parks Board to plead for
alternative development of the parks that would capitalize
on its wilderness character.
They spoke for an arboretum,
for nature trails, for biology study centers to serve three
nieghborhood high schools, for bird walks, for areas along

edges for gardens, for p i cn i c and group f a ci lities that
would not destroy the trees.
Such ideas were re j e c ted.
The money was more attractive.
Transportation Planning
Expressway proponents and opponents alike see transportation
planning as a major factor in land use and growth promotion
or control.
Opponents now seek to understand the dynam ics
o f planning and policy making and are push i ng f or participation
1n the processes.
Last year when the Federal Highway
Administration required eac h state to set up an "Action Plan"
procedures . the plan should encourage ci tizen participation
i n transportation planning representatives and evaluate and
establish criteria for economi c, env i ronmental, and social
impacts o f transportation de ci sions.
Two meetings were held in the Baltimore area.

It acknowledged the suspicion and lack of faith
between the planners and c itizens and magnanimously insisted
that responsibility for initial communication lay with the
department o f transportation.
It care f ully diagrammed lines
of responsibility and planning processes.
Then it relegated
ci tizens to working within obscure committees of the Regional
Planning Council and admitted that no c riteria for assessing

environmental, economic, and social impacts exist.
Regional Planning Council pays a lot of nice guys to
gather statistics and plan beautiful proposals for the
metropolitan negian.
But three politicians from each county
are the voting members: policy flows from the direction of
their Wishes, not from statistical analysis or citizen mandates.
Alternatives
Road opponents, by the nature of things, have been forced
to become experts at transportation planning.
They bave a
package of alternatives to the expressway system.
After
lobbying Congress for years, they have met with some small
success in "busting the Trust" so that infusion of federal
money are now available . for mass transit improvements.
The
mayor and governor can request that monies which would have
been spent for expressways can be credited to us and equal
amoun~s
given to Baltimore from the general fund.
This
substitution is an honorable solution to our destruction
problem.
The money should be used for an integrated transportation
plan emphasizing rail lines, both existing and new ones.
and improving bus service, but allowing for variations within
communities.
Policy should emphasize all possible means
which get people out of their cars.

Land already condemned and ruined within condemnation
lines should be rehabilitated according to residents'
expressed wishes and needs.
Some form of organization
should be developed to channel residents' participation in
both planning and administration of any development.
At the design hearing on the Franklin-Mulberry corridor,
MAD offered an alternative land-use proposal that was
attractive and that was based on community needs : a linear
new town consisting of housing and small businesses, a
shopping c enter with satellite offices of major community
services and clinics .
Intersperesed along "the world's

who had been bothered by trucks on neighborhood streets.

Conclusion
The heart of the issue is whether cities shall be places to
live and to work in, or whether they shall be places to
exploit.
Ironically, the exploiters have the resources of
public taxes, and operate here out of Charles Center, the
Mayor's office, and state highway offices.
The city residents
depend On voluntary contributions and operate out of downtown
Post Box 511.

This exhibit examines community opposition to expressway construction in Baltimore during the 1970s through the organizational records of the Movement Against Destruction (MAD). Founded in 1968 as a coalition of 25 neighborhood and community groups, MAD's leaders included George and Carolyn Tyson, Barbara Mikulski, Walter Orlinsky, Norman Reeves, and Parren Mitchell.
The complete MAD collection at the University of Baltimore consists of 9 linear feet of records, which are described in an online collection database. The complete collection has also been digitized at the folder level and is available in this guide. For this exhibit, 32 documents have been selected from the complete collection.
